Why a SIG and not a Full User Group?
Starting a user group involves a lot of legwork: finding a location, sponsors, etc.
This takes time that could be better put to use: like finding high quality speakers.
CapArea.NET already has a great infrastructure and sponsorship framework, so why re-invent the wheel?
Also, as popular as Silverlight is, it's still not as wide a topic of interest as a general .NET is.
It's a niche topic that's a perfect fit for User Group SIGs.
Who's behind this?
At the moment, there are three founders of the SIG

I'd also like to thank Scott Lock, president of the CapArea.NET user group, for the hospitality.
The DC area is lucky to have a lot Silverlight talent locally.
At some point, we may even be able to give the West Coast a run for its money. :)
When and Where Will the Meetings Be?
We're still working out the specific details, but the meetings will most likely be in the Tyson's area on a monthly basis.
If there's a sufficient demand to have meetings in DC, we may do that from time to time as well, ie. quarterly or semi-annually.
